The Golden Collective:
Focused on the safety of civilians rather than battle and decimation of villains, the Golden Collective stands as a monument to heroism in its most traditional and base sense. Heroes here are expected to act as first responders who put themselves in the way of danger for civilians and even police. They pull cats from trees, get injured from burning buildings, and protect people in emergency situations or from sudden attacks. They are not inherently geared towards combat, though hero activities consist of a lot of battle due to the nature of super powered villains still on the rise even 5 years after the Age of the Fallen. They rank heroes based on popularity, mission success rates, and overall contributions and reputation within the collective. The top 6 heroes are called The Vanguard, and the number one hero of the nation, Captain Fist, is their leader.
Nova Zures Security Corp:
Established on the core beliefs of safety through enforcement, the NZSC is focused on combat and dispatching villains. They investigate, hunt down, and either apprehend or kill villains depending on the severity of their crimes. Unlike the collective, they are not restricted in their methods, although it is encouraged to use lethal force as a last resort. They have the backing of RoseTech for weapons, manpower from leftover Rise Unlimited heroes, and the scientific minds of Junsinia from their acquisition, making them a hero powerhouse on the rise that is catching up quickly to the same standards as the Golden Collective. Lacking a ranking system, their primary draw is financial compensation bonuses for completed missions, granting immediate reward for efficient and effective work. Pay is docked for civilian casualties and damage of public property.
Superlative Association for Victory and Indiscriminate Optimal Reformation:
The fully federal support group created during the Age of the Fallen to replace the outdated Deviant United Protection, SAVIOR functions as a logistics bureau for hero operations, conducting extensive spy work, research on villains, undercover analysis, and research and development of new technologies for heroics and federal use. They are comprised of various departments, and answer directly to the president of Minerva. Their heroics are of a more administrative capacity, and their goal is not the protection of civilians directly, but indirectly via hiding actions heroes commit that are unsightly to the public eye, while also assisting with coordination of hero operations through tips and connections.
The Mafia:
Classy, Loyal, and Cruel, the Mafia acts as one of the driving forces of Evil in the world of Xerno. They are huge subcontractors and supporters of various Villains; if you are strapped for cash and need a sponsor, they are your go-to. But be warned! The Mafia won't help just any Villain. They are businessmen first and foremost, and unless you can offer them something in return... it's highly likely you won't get much from them in terms of support. Regardless, they have staked their claim upon the city of Bastion! A slums turned crime metropolis run and watched over by Gianni Carleo himself. Be careful, though, as one wrong move might put you into the sights of this very temperamental Mafia Boss.
The Yakuza:
The Yakuza is an organized crime syndicate that originated within Feng Zhu. The Media has described them as violent groups, while they disguise themselves as noble swordsmen and a chivalrous group when in reality they'll take everything that they can get their hands on. Working in the shadows, lurking even where you least expect it. Instead of being one full organization, the hierarchy in the Yakuza world works differently. Older and richer families are more likely to be respected amongst others, and have more influence over the areas that they control. This is mostly seen within the mainland of Feng Zhu, whereas the families in Minerva tend to stray from the generational tradition…
The New Tomorrow:
While the Mafia and Yakuza are almost strictly business, the New Tomorrow is... a little different. They are an extremist organization that believe in the "modernity" of humanity-- or the annihilation of "deviants" from the world. They are incredibly cunning and have shown time and time again that they will fight to the death for their beliefs. The New Tomorrow is a group for those who wish to truly begin a new age and for those with the grit to do it. However, they won't accept just anyone to their ranks. Their most glaring rule is that you cannot be gifted. Otherwise, the New Tomorrow will hunt you down and kill you themselves. After all, they believe in a Better Tomorrow.
